HUTTONS AMBO 

 PARISH COUNCIL MINUTES 

  

Wednesday, February 7th at 7:30pm 

 

 

Agenda 

 

  1. Welcome, Councillors present, apologies for absence 

Present Simon Lealman (Chair), Philip Barraclough, Clare Messer, Emma Samuel, Alan Sanders & Anne Lealman (Clerk) 

Absence – Andy Dorman 

Guests Mary & Chris Dawes, Jem & Rona Charles, David Banks 

 

  1. Approval of Minutes of meeting on November 22 2023 – Jem mentioned the July 23 minutes were not on the village website, Al to resend to Michelle for upload. 

 

  1. Matters arising: 

 

  1. Road Gulley between the High and Low Village – gulleys full of debris so water cannot reach the soakaways. SL to complete the NYC portal to report this. 

  1. Good news that the estate is resurecting the pond – thank you to Alan for progressing this with the estate 

  1. Footpath handrails – 3 broken at ground level SL to check who’s responsilbility it is to replace this section of rails as NYC installed when footpath were changes to mounting kerbs. CM to take photos and send to SL 

  1. Public Footpaths – generally in good condition except for Westerdale track, at the end of the bridle way, cattle grid near A64 the gate is unable to be opened. AS to ask Richard to see if the estate wants to fix it or can the PC fix it. Rona C will asist if PC take on  the repair. 

  1. Potholes – Netherby Lane & Water Lane also the road under the railway bridge on the right hand side, the spring has sprung up through the road and is washing the road surface away, more rain washes more road topping away. AS, PB & SL to go and have a look at the spring and will report back and consider if contact with Highways and Network Rail is of value. 

  1. Sweet Chestnut Tree – David Bayes report was circulated to all PC members and it was agreed 5/6 to accept the advice of David Bayes Tree Surgeon. David Bayes spoke to SL and stood by his decision. Lots of debate took place around how the PC decided to have the work on the done. The email was circulated to all PC members, responses recieved from all PC before permission given to David Bayes to proceed. AS will speak  

 

  1. New Matters: 

  1. White Van and Landrover parked in High Hutton near Home Farm – AL to retrive the vehicle registration numbers and check SORN, TAX & MOT and report to DVLA on their portal 

 

 

 

  1. Planning:  

ZE24/00075/FUL -  retrospective planning for a substation no comment from HAPC 

 

  1. Finance: 

  1. Balance at 30 January 2024 is £9401.44 

  1. Ringfenced Funds of £300.00 

  1. Committed spend  

  1. Nil 

  1. Balance as of now is £9401.44 

 

  1. Any Other Business 

  1. Dog poo dispenser – look at how much to replace to make sure the actual bags fit in the dispenser 

  1. The information boards look lovely, interesting the amount of history in HA. Thank you to everyone involved in making this happen. 

  1. PC to seek ideas of what we could fund in future projects 

  1. 30mph traffic calming – various criteria to meet to be considered by highways to alter road speeds. SL to email to Highways Area 4 re criteria and how if possible do we proceed 

  1. Tree on the right hand side on the road to High Hutton near the bench – CM to share the photos with the Estate
