MINUTES OF PARISH COUNCIL MEETING

HUTTONS AMBO PARISH COUNCIL

MINUTES OF MEETING ON 20th MAY 2015


1.         Election of Chairman  Cllr. Andy Dorman was proposed as Chairman by Cllr. Richard Green, seconded by Cllr. Simon Lealman.  Andy accepted and, there being no other nominations, was elected Chairman for 2015/16.  Andy made it clear that he would not be willing to serve as Chairman after the end of this year but would continue as a Councillor.

2.         Present & Apologies Cllrs. Andy Dorman, Jessie Garnett, David Banks, Richard Green & Simon Lealman, and Clerk, Jem Charles were present.  The Chairman welcomed David who had been elected for the first time on May 7th.

3.         Minutes of the March meeting were approved and signed as being a true record.

4.         Matters Arising
a)  Parish Community Plan
Andy reported that the Plan is being edited by a member of Ryedale DC staff and will be with the printers very shortly.  He expected distribution within a few weeks.
b)  Commons Act 2006
Jem reported that the village green is not subject to this legislation so re-registration is not required.
c) Salt Bins
Andy reported that NYCC, as part of their cost cutting measures, will only service those bins/heaps already notified; Orchard Corner, High Hutton post box and both the bin and the heap on Water Lane.  There was agreement that this would not be sufficient in a severe winter and that the Parish Council should make additional provision.  Andy will endeavour to find a suitable storage location for a supply and, on confirmation of the location, Jem will order 1 Tonne at an expected cost of £100 including delivery.

5.         New Matters
a)  YLCA membership
Jem had learnt that the subscription would, as a concession, be lowered again for this year, from £111 to £43 but would, in all probability, be raised again next year.  Jem will send the subscription dues and write suggesting that an alternative rate scale be introduced to avoid such a sudden rise for small councils.
b)  NYCC – Stronger Communities programme
Grant assistance for improvements to the Village Hall would have been available under this scheme but would have necessitated a substantial contribution from the Parish Council.  An alternative application for funds from the National Lottery is being prepared.
c)  N. Yorkshire Police – Community Grants
Limited funding assistance is available for small schemes that contribute to public safety or crime reduction. It was agreed that many vehicles are driven too fast in the Village and, particularly, along back Lane.  Andy will investigate the possibility grant funding for speed reduction initiatives and of acquiring warning signs to reduce the risk to children.
d)  Grass Cutting
Jem explained that the NYCC regime from this year will be to cut road junction visibility splays but not any other road verges.  It was agreed that the result is likely to be very much poorer visibility along much of Low and Back Lanes.  It is important that villagers understand why this is occurring. Jem will arrange for information to be distributed in the Village Bulletin explaining the change, brought about by NYCC having to reduce costs.
Councillors will monitor the condition of verges and discuss the need, or otherwise, of any remedial verge cutting as the season progresses.
e)  New Pensions Regulations
Jem presented a letter from the Pensions Regulator explaining that all employers must enrol all staff in  a workplace pension scheme.  It was agreed that this seems inappropriate to the Council but Jem will complete the formalities as necessary.

f)   De-fibrillator
It will be possible to obtain a unit, along with a storage cabinet and training for up to 20 members of the Community, at a cost of £1874.  It was agreed that such provision could prove invaluable but that it was beyond the means of the Parish Council alone.  Significant commitment from the community would also be required as sufficient trained operators would have to agree to be available around the clock.  Jem will ask whether such commitment could be assessed through the continual consultation required for the Lottery Grant application for the Village Hall improvements.
g)  Register of Interest and Declaration of Acceptance
Jem reminded Councillors to submit the necessary forms.

6.         Planning
a)  Ian Brown Tyres
Withdrawn following objection from NYCC Highways.
b)  Ray Chapman Motors
Approved
c)  4 Station Cottages
Jem will write to RDC supporting this application.

7.         Finance
a)  Budget Progress
Jem presented income/expenditure data, in period and to date and the position is satisfactory.
b)  Jem also presented the end of year Audit documentation which was approved.

8.         Any Other Business
a) Copper beech opposite Herbie’s
Simon asked whether any action was needed to reduce the spread which reaches almost ½ way across the road.  Simon will try to ascertain whether the tree has any memorial value before further discussion.
b) Giant Hogweed
Network Rail has promised to let Andy know, by the 26th of May, what action will be taken to control this weed which is spreading between the railway and the river.  Jem reported that the East Yorkshire Rivers Trust is planning control measures once permissions have been obtained.
c)  A64 Junctions
The recent accident had again highlighted the dangerous nature of these junctions.  It was agreed that an approach should be made to the Department for Transport for a representative to meet the Council to discuss improvements.  Jem will approach the DfT to try to arrange a meeting.
Jem will also ascertain responsibility for the road at the Barneygate Lane/A64 junction where a large semi-permanent puddle is a significant hazard to traffic and pedestrians.
d)  Broadband
Andy reported that the Superfast North Yorkshire project has no specific plans to upgrade provision for Huttons Ambo.  Jem will contact LN Communications to ascertain whether a wireless connection might be viable.

MINUTES OF THE ANNUAL PARISH MEETING 20 MAY 2015

1.         Welcome        Chairman Andy Dorman welcomed, Cllrs Jessie Garnett, David Banks, Richard Green & Simon Lealman, Jem Charles (Clerk) and 2 members of the public.  The Council expressed thanks to Maggie Stone for her long service to the Council.

2.         Minutes of Last meeting - Agreed as being a true record and duly signed.  There were no matters arising.
           
3.         Chairman’s report:
a)     Maintenance of the Village Green and footpaths has been sustained despite the loss of grant, at a cost of £320.
b)     A Parish Plan, arising from the village surveys carried out by the Council, has been drawn up and will be distributed within the next few weeks.
c)     Road repairs to potholes at Low Lane end and to the verge at High Hutton post box have been carried out.
d)     Improvements to the drainage of the road corner near Mynchon have been made.
e)     The swing bridge has been re-decked.
f)       The Council had raised concerns about the consultation concerning the trial lowering of the River Derwent.
g)     Heavy road usage, particularly of Water Lane, resulting from engineering works by Network Rail have caused damage to road verges.  The Council will press for proper repair.
h)     The Council supported parishioners who objected to a  planning application for major development with the effect that some landscape improvements might have been achieved.  The Council regretted the lack of co-operation from Ryedale District Council planning committee.
i)       The Welburn heating oil syndicate has been made available to households in the Parish and fuel price reductions have been welcomed.

5.         Finance
Expenditures were lower than budget.  Savings have been made, mainly in the cost of insurance, but also in miscellaneous expenditure.  This has allowed a greater degree of footpath and roadside maintenance.

The Council’s expenditure was £2205 and income £2750.  It holds a balance of £3432.

6.         Public Questions & Statements
a)     Lowering of the Derwent trial – the Environment Agency had been surprised by the degree of interest.  Will the Council establish contact with the Yorkshire Derwent Catchment Partnership?  Jem will write.
b)     River bank reinforcement – the culvert at the Yorkshire Water treatment site access has been damaged by the extraordinary traffic.  Jem will contact the contractors.

ANNUAL PARISH MEETING

THE ANNUAL PARISH MEETING
20th May 2015
in the
VILLAGE HALL

7.00 pm

This is the meeting for the residents and your opportunity to come and discuss, with your new Parish Councillors and the whole Village, those things that matter to you.

The Chairman will present a brief summary of the Council's activities over the last year followed by a report on the Council's finances.  The meeting will then be open to you to raise anything you feel is of interest to the Community as a whole.

Please come along and help shape the way your Councillors address your concerns and aspirations for the Village.


Note: It would be helpful, but not essential, if you would let the Clerk, Jem Charles, know of items you would like to raise a few days before the meeting.

Huttons Ambo Churchyard Wildflower Meadow

The plan to create a wild flower meadow in the back churchyard is progressing.Thanks to Simon Jackson's two Jacobs Sheep spending the Autumn there the snowdrops and primroses have never been better. Meanwhile Lindsay and I have planted more flowers which are beginning to appear including a  few fritillaries which we hope the pheasants won't deadhead!

The key to success is to leave the grass until August/September and then rake it up.Anyone willing to help with this task would be very welcome, please get in touch with me by phone or email so I can contact you when needed.

Meanwhile do visit the churchyard. It is a beautiful and peaceful place,

Eggciting Egg roll success - pictures

 A big thanks to everyone who helped and supported the egg roll today.  The weather was great and there was a great turn out for the eggs crafts, egg and sausage rolls, crepes,  the egg hunt and the roll.

HUTTONS AMBO PARISH COUNCIL


DRAFT MINUTES OF MEETING ON 11th MARCH. 2015


1.       Present & Apologies Cllrs. Andy Dorman, Jessie Garnett, Richard Green & Simon Lealman, and Clerk, Jem Charles were present.  Cllr. Maggie Stone sent apologies.  The Chairman announced that Maggie had decided not to stand for re-election and thanked her for her many years of service on the Council.

2.       Minutes of the January meeting were approved and signed as being a true record.

3.       Matters Arising
a) Parish Community Plan
Andy reported that a draft had been prepared and was to be discussed by the project group at an imminent meeting.  Thereafter it will be printed and distributed.
b) Public Rights of Way condition survey
The report of the inspection of Bridleway No. 1 had been received and the issue of the locked gateway has been resolved.
c) Malton & Norton Joint Neighbourhood Plan
No further progress has been made as there are issues to be resolved about the nature and timing of the Plan between Malton and Norton Town Councils.
d) Storage of Parish Council Documents.
These have not yet been moved back into the Village Hall pending progress on building works for improvements to the Hall kitchen.

4.       New Matters
a) Parish Council Elections – May 7th
Those Councillors willing to stand for re-election have completed nomination papers.  One other member of the Community has indicated a willingness to stand.  Nominations close on Thursday 9th April 2015.
b) Yorkshire Derwent Catchment Partnership
Jem explained the initiative to encourage communities, businesses, agencies and authorities to consider the impact of activities on the river catchment environment.  He has completed and submitted the questionnaire and asked to be kept informed.
c) Commons Act 2006
Jem explained that the Act allows the opportunity to update the register of common land to incorporate changes since 1970.  Jem undertook to investigate whether any action is necessary in regard to the Village Green in order to protect its status.
d) Salt Bins
          NYCC have proposed limiting the number of bins/heaps to be re-filled to four.  It was agreed that the location of those proposed to be re-filled was not ideal.  Andy will request that locations proposed by the Parish Council should be maintained instead.

5.       Planning
a) Ian Brown Tyres
Jem has written supporting the application but asking that the trees along York Road be preserved.

6.       Finance
a) Budget Progress
Jem presented income/expenditure data, in period and to date and the position is satisfactory.

7.       Any Other Business
a) Transparency Code for Smaller Councils
End of year financial reporting will no longer be subject to external audit but figures will need to be made available to the community.  Jem will try to ascertain the timetable by which these changes are to take effect.
b) Leader Programme
The North York Moors, Hills and Coast bid has been successful and £2.3 million grant funding will be available.  No current projects or plans in the Parish are thought to meet the funding objectives.
c) Potholes at Low Lane End
NYCC Highways Dept. have stated that responsibility lies with the Highways Agency.  Jem will write to request that the necessary repairs are carried out.

Burns Night Celebration - 2015

Burns Night was celebrated in style this week as 45 villagers and friends enjoyed an evening of all things Scottish. 
 
Sheila Barnes from the Pickering Scottish Dance Group led the dancing which was riotous and great fun. Almost everyone joined in and the dance floor was packed. 
 
 
Rona Charles addressed the Haggis and a supper of Haggis (Fletchers of Norton) Tatties & Neeps followed by Tipsy Laird (whisky trifle), shortbread,  oat cakes and Lanarkshire Blue Cheese were enjoyed. Veggie Haggis, sausages and meringues were also options for the younger guests. 
 
There was a table top quiz, a game of Find The Queen of Scots and the evening ended with Auld Lang Syne of course. 
 
Special thanks to Andy for running the bar, Pete for all the washing up and to Sarah Clark and Sara Swindells for once again working miracles in our less than adequate kitchen.
 
The evening raised in the region of £300 for the Village Hall refurbishment fund.  Thank you to everyone who attended and supported the event.

Huttons Ambo Parish Council - Draft minutes of meeting on 14th January 2015

HUTTONS AMBO PARISH COUNCIL 

DRAFT MINUTES OF MEETING ON 14th JAN. 2015

1.       Present & Apologies Cllrs. Andy Dorman, Maggie Stone, Jessie Garnett, Richard Green & Simon Lealman, and Clerk, Jem Charles were present.

2.       Minutes of the November meeting were approved and signed as being a true record.

3.       Matters Arising
a) Parish Community Plan
Andy reported that there had been 42 returns to the recent questionnaire and that a summary would be prepared and made public over the next several weeks.  Plans to improve facilities at the Village Hall had been particularly supported whilst improvements to A64 junctions less so, perhaps because they were considered less realistic for the local community.
b) Public Rights of Way condition survey
The AONB officer had responded supporting efforts to ensure appropriate maintenance and explaining the work that AONB staff and volunteers can do.  The AONB is not able to offer additional assistance.  Simon had contacted the NYCC officer responsible who has undertaken to make a site visit to view the issue at Bridleway No 1.
c) Malton & Norton Joint Neighbourhood Plan
Jem reported that Malton and Norton Town Councils have not yet addressed the issue of “employment land” (York Rd. Industrial Estate).  Both Settrington and Huttons Ambo parishes may be invited to participate fully in preparation of a joint Plan covering both parishes and towns.  Otherwise Huttons Ambo PC will be involved only in discussion relating to potential development within the Parish.  This second option was considered to be preferable, but no decision will be taken until a formal approach has been made.
d) NYCC Grass Cutting
Jem has forwarded a plan indicating the verges considered to be most critically in need of periodic cutting in the interest of road safety.  The Council will monitor the effects of the reduced cutting programme, including making photographic records.

4.       New Matters
a) Storage of Council documents
Jem reported that there is a risk of deterioration due to damp if archive documents remain at Ambo Cottage.  It was agreed that these would be returned to the Village Hall for storage.
b) Shale Gas – Fracking
It was not considered appropriate to take any position in the absence of a specific proposal being put to the Council.  It was recognised that strong views are held on the subject and that the position of any Parish (anti- or pro-) fracking group would be recognised.  Though understanding of the issues involved was variable within the Council it was not considered appropriate to seek guidance.

5.       Planning
a) R F Racing, Musley Bank – tree planting
The revised landscaping proposals have been approved.

6.       Finance
a) Budget Progress
Jem presented income/expenditure data, in period and to date, and, overall, the position is satisfactory.
b) Budget 2015/16
Jem presented a draft budget which was accepted.

7.       Any Other Business
a) Local Government Finance
YLCA had written seeking support in opposing proposals made by a government minister regarding statutory referendums for Parish Councils in some, loosely defined, circumstances.  It was agreed that the proposals would undermine local democracy and that Andy will send a brief letter of support.
b) Yorkshire Water
Yorkshire Water are to assume responsibility for privately owned sewage pumping units.  It is not thought that there are any within the parish.

11th March 2015 at 7.30 and, provisionally, 13th May at 7.00 for the Annual Meeting and 7.30 for the Parish Council meeting.

Trial Lowering of River Derwent - Environment Agency asks for evidence to help with computer modelling

Following the recent trial lowering of the River Derwent the Environment Agency has asked for any objective evidence about the effects of the trial that the public can provide:

What is this about?

During September the Environment Agency carried out a trial to lower the level of the River Derwent
between Kirkham and Malton. We did this by opening our sluice gates at Kirkham. The aim of the trial was to see if the river behaved in the way our computer modelling predicted, so that we could understand what might happen if we were to make any changes to our structures at Kirkham in the future. We gathered a large amount of data during and after the trial and are now in the process of reviewing and interpreting that. To ensure any future decisions are based on the most comprehensive information we also want to ask the local community for any observations they might have from the trial.

How can I get involved?

At this stage we are only looking for factual information - not opinions about what should happen to the
weir and sluices. We are encouraging local people to share any information they have about what
happened to the river during or since the trial.

For this information to be useful we need you to tell us:

• What you saw
• Where you saw it
• It would also be helpful if you can say when you saw it

Any photographs or video you have of what you saw would also be useful.

What will happen next?

Before the end of the year we will share a summary of the key findings from the trial with the local
community. We will then begin the technical process of developing possible future options for the weir and sluices. We know that people along the River Derwent are passionate about the river and its future so we will ensure that we explain this process clearly and give the local community the opportunity to put forward their comments and opinions at each stage of the options development.

Life is full of surprises - A Follow Up

In March of this year Arthur Flounders Brown kindly shared the results of his family research in 'Life is full of surprises',  as a result of that Paul Gray got in touch with us to tell us the result of his own family investigations which turned up a link with Arthur. Paul explains in his own words:

Hello, my name is Paul Gray.

I read Arthur Flounders Brown's story “Life is full of surprises” with great interest, please allow me to explain why.

A few years ago I became interested in my family history. At the outset I knew of only one great great grandparent called Sarah Jane Smith.

I discovered that her husband Thomas Smith (1856-1935) was a farmers son born near Stape. Thomas alternated between farming and ironstone mining resulting in his family living at many places around the moors, Rawcliffe, Loftus, Saltersgate, Rosedale and finally at Great Ayton.



Luckily for me Sarah Jane's granddaughter had a box of family photo's which had been passed down from Sarah Jane. Amongst the photo's of the Smith family there was one of an old man wearing a dishevelled railway uniform but his identity was a mystery.

Further investigation revealed that Sarah Jane, the youngest of ten children, was born near Levisham in 1858 and her maiden name was Harrison. Her father Charles spent his working life as a labourer and plate layer on the Newtondale railway line. This identified the old gentleman in uniform as my GGG grandfather Charles Harrison. I put together a good record of Charles's life going back to 1851 but I was unable to find much information about him prior to that date.


Now we come to the Huttons Ambo connection.

I knew that Charles was born in Westow in 1816 and the fact that his first three children where born in Huttons Ambo between 1840 and 1843 strongly suggested that he should be there in 1841. He had a wife Sarah and young son William but I found no sign of them. Neither could I find any birth or baptism records for Charles Harrison. Charles was missing and the trail had gone cold.

Eventually after much fruitless searching I noticed a family in High Hutton closely matching Charles's family but with the surname Hepton. A few doors away was another family of Hepton's which looked likely to be his parents and siblings. If I was correct then Charles's parents were William and Charlotte Hepton but there was a problem. I had reliable information that Charles's father was called John and this potential father was called William. I gave up on this line of enquiry for a while but eventually returned to it. I noticed that Charlotte's daughter Emma Hepton was calling herself Emma Harrison from 1851 onwards, despite being unmarried, this was intriguing and supported the idea that she was the sister of Charles Hepton/Harrison. Investigating Charlotte I discovered that she did not marry William Hepton until 1843 and her name on the day of marriage was recorded as a Harrison and also that her mother was called Mary. I was now feeling confident that I had found my GGGG grandmother Charlotte Harrison.

I discovered that William Hepton's first wife, Jane Walker, was the daughter of a John Walker. Jane gave birth to a son John Walker Hepton in 1794 only four months after her marriage to William. John Walker Hepton, being the same age as Charlotte, is possibly the father of Charles Harrison. With the Walker surname in mind I discovered that Charles Harrison was baptised in Westow as Charles Walker, his mother named as Charlotte Walker.

It was at this point that I found “cousin” Arthur's very interesting and informative article which gave me the links between John Walker, Mary Harrison and their daughter Charlotte.

So I believe that my GGG grandfather Charles is the eldest son of Charlotte. He was baptised as a Walker in 1816, recorded as a Hepton in 1841 and called himself Harrison in 1851.

I am still hopeful that I may discover the identity of his father. If he turns out to be John Walker Hepton then that might explain why Charlotte did/could not marry him.
